This type of file is found in the base content files, Bootup.pack and TitleBG.pack.

A .bactorpack file (.sbactorpack if Yaz0-encoded) is a SARC archive that contains parameter files defining the behaviour of a specific Actor, as well as any physics files that actor requires.
