The Actor folder contains data on the game's Actor assets. There are several different versions of this folder, and this page discusses the version found at Content/Actor.

If the game fails to find a file located inside Content/Pack/Bootup.pack/Actor, Content/Pack/TitleBG.pack/Actor, or a .sbactorpack/Actor, it will look inside this folder instead. This can be useful when testing mods: in order to avoid having to repeatedly unpack and repack archives, the file in the archive can be removed or renamed, forcing the game to look here instead.
